Sheriff Tim Howard – Incompetent
In 2006 the Commission of Corrections issued a report on the escape of inmate Ralph Bucky Phillips. The conclusion of the report was that Erie County Sheriff Tim Howard failed to keep the community safe, resulting in the death of a NYS Trooper.
