WNY businesses, governments, and private organizations spent $3.6 million on state and local lobbying activities in 2023-2024

Total statewide spending on lobbying activities through May 2024 was $360.6 million, up $29.1 million or 8.8 percent from the previous year.

The most recent report on lobbying was published by the Commission on Ethics and Lobbying in Government (CELG) in June.  Here are some highlights from CELG’s report:

  • Healthcare remained a major focus area of lobbying activity among the Top Ten Client Spenders, including 1199SEIU Labor Management Initiatives, Inc. Healthcare Education Project; Greater New York Hospital Association; Tobacco-Free Kids Action Fund; AARP; Genting NY; StudentsFirst New York Advocacy, Inc.; Siebert Williams Shank & Co.; NYS Trial Lawyers Association; and the Public Employees Federation.
  • The number of lobbying registrations increased to 6,224 in 2023, up slightly from 6,153 in 2022, representing a 1.2% increase.
  • The number of clients filing reports decreased, by nearly 5.9%, to 4,744 from 5,040 reported in 2022.
  • The number of public corporations that registered and filed as lobbyists or filed reports as clients of lobbyists slightly decreased, from 55 in 2022 to 52 in 2023.
  • The party most reported to be lobbied in 2023 continued to be the Executive Chamber/Office of the Governor.

This blog has reviewed the list of Western New York firms and organizations that employed lobbyists beginning with activities in 2014 and continuing every year since then.  You can look at reports from previous years by using the Search tool at the top of the Politics and Other Stuff website.

This post drills down to the businesses, governments, and organizations based in Western New York employing lobbyists or doing their own lobbying work in 2023-2024.  Total spending by identifiable local firms, governments, and organizations last year was approximately $3.6 million, essentially the same as the previous year.  As has been the case in recent years, the local lobbying business was led by the firm of Masiello, Martucci and Associates, which had $1,275,000 in identifiable local billings last year; that was down about $66,000 from the previous year.  O’Donnell & Associates was again second at $670,344; down by approximately $54,000 from last year.  Rounding out the local top five were E3 Communications ($244,500); Hinman Straub ($220,564); and Lippes Mathias ($164,088).

A total of twelve local governments and government agencies spent $600,252 in lobbying activity in 2023-2024.

Lobbyist firms with local clients are frequently retained by businesses and organizations that do not have a Western New York base.  Out of Western New York lobbying clients can add significant revenues to a firm’s income.

The CELG reports on “Filings Ranked by Parties Lobbied.”  The top ten “Parties Lobbied” list includes just three of the 213 state legislators.  The legislator with the most contacts was once again Senator (now Congressman) Tim Kennedy of Buffalo, who was ranked ninth.  Senator Kennedy was the Chair of the Senate Transportation Committee.  A total of 855 contact filings were reported concerning Kennedy.  Governor Kathy Hochul had 774 contacts.

Certain firms and organizations represent themselves in the lobbying work and are noted without an identified lobbyist in the following list.

Department of Homeland Security Secretary Kristi Noem was roundly mocked by political analysts and observers on Wednesday after it was revealed that her agency is spending $140 million to buy new airplanes for its deportation operations.

The Washington Post first reported on Wednesday that DHS has signed a $140 million contract with a company called Daedalus Aviation, which was formed in August 2024, to purchase six Boeing 737 airplanes that a Trump administration official told the outlet will allow immigration agents to "operate more effectively, including by using more efficient flight patterns."

Daedalus Aviation appears to have been created by a pair of executives from a company that already has a nearly $1 billion contract with DHS, according to the report.

Political analysts and observers shared their reactions on social media.

"You can’t afford healthcare — and DHS is buying itself a fleet of 737s with your money," the House Homeland Security Committee Democrats posted on X. "Were 2 private Gulfstream jets not enough for Kristi?"

"DHS is spending $140 million dollars on 6 Boeing 737 planes so they can have their own 'deportation fleet.' F Boeing," independent journalist Karly Kingsley posted on X.

"DHS is now for the first time buying its own deportation planes," journalist Katya Schwenk posted on X. "ICE already uses air charter companies for deportation flights, which is cheaper than maintaining a fleet; imo, this is about making it more difficult to scale back the agency in the long run."

"Your tax dollars at evil. Evil in your name," author Jeff Jarvis posted on X.

Donald Trump erupted on Truth Social Tuesday night, accusing The New York Times of committing “sedition” and even “treason” for reporting on his apparent physical and cognitive decline. Fresh off a meandering Pennsylvania speech that drifted far from its billed focus on affordability, Trump insisted he is the “hardest-working” president in history and raged that any suggestion he’s “slowing up” is a deliberate lie. He attacked the outlet as “Enemies of the People” and said the country would be better off if it “ceased publication,” even as medical experts point to recent cognitive tests, MRIs, and visible physical changes as signs of his deteriorating health.

Kristi Noem forced to face combat veteran whose Irish wife has been jailed for four months



Department of Homeland Security Kristi Noem was put in the awkward position of apologizing to U.S. military veterans whose lives have been turned upside down, after a Democratic lawmaker who came armed to the teeth with tales of ICE immigrant overreach.

During questioning before the House Homeland Security Committee, the embattled Noem, who is reportedly on the way out at DHS, was confronted by Rep. Seth Magaziner (D-RI) who followed up her claim, “We have not deported U.S. citizens or military veterans,” by asking, “I don't believe you served in the military. I haven't either, but I think you and I can agree that, as Americans, we owe everything to those who have served our country in uniform, particularly those who have served in combat. Do you agree with that?”

She answered, “I believe that people that are in this United States that are citizens have legal status here.”

Magaziner then offered up a Purple Heart veteran who is now living in South Korea due to ICE, and who appeared at the hearing via Zoom, before directing her attention to veteran Jim Brown, who was in the audience and whose wife, a native of Ireland, has been jailed by DHS for four months as she awaits deportation.

In an interview with the Guardian, Brown gained national attention for confessing, “... he ‘100%”’regretted voting for Donald Trump as president.”

“Madam Secretary, the man behind you, please stand up, sir, his name is Jim Brown from Troy, Missouri," Magaziner began. “He is a Navy combat veteran who served our country in the Gulf War. He's married to a woman named Donna who came to our country legally from Ireland when she was 11 years old. She has lived here for 48 years. Because of you. Jim's wife, Donna, has been in prison for the last four months. She did not come here illegally and she has never committed any crime other than writing two bad checks totaling $80.10 years ago. She is currently in prison and facing deportation.”

“Miss Noem, will you thank Mr. Brown for his service to our country?” he asked.

Noem turned in her seat to the right and murmured to the standing veteran, "Thank you, Mr. Brown, for your service to our country.”

"Now, what possible explanation can there be for locking up his wife for four months when she has committed no crime, other than writing a couple of bad checks for $80?” the Democratic lawmaker pressed.

“Sir, it is not my prerogative, my attitude or my job to pick and choose which laws in this country get enforced,” she demurred.
