The New York State Office for the Aging is reminding older New Yorkers that free, objective Medicare counseling is available statewide during Medicare Open Enrollment, Oct. 15–Dec. 7, 2026.

The office said beneficiaries should review their coverage now because changes in federal policy and market conditions are affecting Medicare Advantage plan availability, costs, provider networks and prescription drug coverage. Any enrollment changes made during open enrollment take effect Jan. 1, 2027.

NYSOFA administers the Health Insurance Information, Counseling and Assistance Program, known as HIICAP, which the agency said helps about 250,000 New Yorkers a year with Medicare decisions and with applications for programs that reduce out-of-pocket costs, such as the Medicare Savings Program.

The agency said income-eligible beneficiaries who enroll in the Medicare Savings Program can save up to an estimated $8,100 annually and are automatically screened for Extra Help to lower prescription drug costs.

“During Medicare Open Enrollment we understand you’re bombarded with advertisements, and it can be overwhelming. NYSOFA’s network of HIICAP counselors and partners like the Medicare Rights Center are available to provide free and objective information to help you make your best health insurance choices. This service also helps you explore benefits and subsidies that you may be eligible for, such as the Medicare Savings Program, to help you keep more of your hard-earned money,” NYSOFA Director Greg Olsen said.

Fred Riccardi, president of the Medicare Rights Center, urged beneficiaries to confirm that their doctors, facilities, pharmacies and prescriptions remain covered and to choose the coverage that best fits their needs.

“Every year, millions of people with Medicare face important choices during Medicare Open Enrollment. We urge everyone with Medicare to use this time to make sure their doctors, facilities, pharmacies, and prescriptions are still covered and to choose the coverage that best fits their needs. This is also a good time to learn about the Medicare Savings Program, which can help pay the Part B premium and lower prescription drug costs. HIICAP provides free, unbiased counseling and can screen individuals for the program,” Riccardi said.

The office also warned of a higher risk of misleading marketing and fraud during open enrollment and urged beneficiaries to protect their personal information and be cautious of unsolicited calls or visitors marketing plans.
