Lackawanna couple sentenced after SPCA investigation finds starving dogs
Stephen and Tara Andres of Lackawanna pleaded guilty to aggravated cruelty to animals and were sentenced Oct. 1; a lifetime order bars them from owning animals after SPCA officers found a starving dog and the body of a second dog at their home.
