JOINT STATEMENT FROM DEPARTMENTS OF HEALTH REGARDING TRAVEL AND QUARANTINE

The leaders of the five Western New York (WNY) county health departments (Allegany, Cattaraugus, Chautauqua, Erie and Niagara) are providing the following joint statement related to the upcoming school breaks and the New York State (NYS) Travel Advisory.

Our departments share a common goal to keep the students, families and staff associated with schools healthy and safe, and to keep schools open. Reducing the risk of travel-based cases, and reducing the spread of variant COVID-19 strains to and within WNY communities is one part of our collective COVID-19 response.

With vacation breaks scheduled in February and April for many schools, our departments are strongly discouraging travel to areas of the country with high rates of COVID-19 transmission, known cases of variant COVID-19 strains, or areas that do not have COVID-19 safety measures in place. All NYS Travel Advisory guidance applies because vaccinated individuals may still be able to infect others following an exposure to the virus.

If school staff or families choose to travel, NYS Travel Advisory guidance will apply for travelers who are in a non-contiguous state for more than 24 hours:

· Quarantine Option: Travelers must quarantine for 10 days following arrival in NYS.

OR

· Quarantine PLUS Test Option:

o Travelers must obtain a diagnostic COVID-19 test within three days of departure, prior to arrival in NYS.

o And, the traveler must, upon arrival in NYS, quarantine for three days.

o And, on day 4 of their quarantine, the traveler must obtain another COVID-19 diagnostic test. If both test results are negative, the traveler may exit quarantine early upon receipt of the second negative diagnostic test.

County health departments have fielded questions from school leaders about whether school staff who have received one or both doses of the COVID-19 vaccine need to quarantine after out-of-state travel. To date, the New York State Department of Health (NYSDOH) has not issued any guidance that removes a quarantine requirement for people who have been vaccinated against COVID-19. All Travel Advisory guidance applies.

Vacation breaks in other parts of the country also mean that travelers could arrive for visits into WNY. For those arriving for visits, our departments advise visitors to heed the NYS Travel Advisory and take other public health measures like wearing masks, maintaining social distancing, staying home when sick and avoiding gatherings.

For staff and families who choose to travel to areas with high levels of COVID-19 transmission, the Centers for Disease Control and Prevention (CDC) has information for travelers to consider before, during and after travel. Households where someone is at increased risk for getting very sick from COVID-19, including adults over 65 and individuals with certain chronic medical conditions, should seriously consider postponing travel. Individuals who do not show COVID-19 symptoms may still be infected and able to spread COVID-19 to others. That includes children, who may have no symptoms or very mild symptoms.

As a reminder, New York State Department of Health guidance from November 2020 noted that although teachers, school staff and child care workers are considered essential, the NYS Travel Advisory exemption for essential workers does not apply to teachers, school employees, or child care

workers, due to the sensitivity of these congregate settings.

A top-ranking public health official changed the subject when CNN's Kate Bolduan asked him to comment on Health and Human Services Secretary Robert F. Kennedy Jr.'s past statements on vaccines.

Food and Drug Administration Commissioner Marty Makary appeared Wednesday morning on "CNN News Central," and Bolduan asked him to comment on new eligibility guidelines for vaccinations that had been reportedly keeping pregnant women from getting Covid shots.

"If this is the case, well, first of all, Kate, we've been very clear that anybody who wants a vaccine can get a vaccine," he said.

"They're not," Bolduan interjected. "They're not. You heard that from members of Congress. You heard that from, you've absolutely heard that from members of Congress when they even spoke to Robert Kennedy Jr. about that. You may want them to be able to get it if they want to, but because of the way the guidance has been rolled out and the way the recommendation has been pulled back, they are not able to either because pharmacists are afraid of liability or insurance is not covering it. It is not, if everybody wants it, they're not able to get it."

Makary once again insisted there were no barriers to patients receiving the shots, and he then tossed out a few red herrings and questioned whether they were safe and effective.

"Well, Kate, first of all, there is absolutely no regulatory barrier preventing somebody from getting it whatsoever," Makary said. "Now you can't get it at every Starbucks, but there is no rule that somebody cannot get it. What we have is a regulatory framework at the FDA that says we have to approve pharmaceutical claims based on the data that they presented to us, and so that's the standard. Now, some say we should just close our eyes and blindfold, blindly stamp, rubber stamp Covid vaccines in perpetuity every year without any updated clinical trial data."

The FDA commissioner then asked whether any healthy pregnant women had died from Covid in the past year and said administration officials were examining whether the vaccines had killed young people, and Bolduan challenged him on Kennedy's past statements on vaccines, in general.

"They do want they do want your leadership, absolutely, commissioner," she said. "FDA approves vaccines, the FDA is is is the gold standard in terms of approving vaccines, just as baseline. Since this is the topic, Secretary Kennedy, before he was secretary, had said that there's no vaccine that is safe and effective. Do you agree with that?"

Makary declined to answer directly but compared vaccines to the prescription medications advertised on television.

"Well, look, with every single medical product, I can just tell you as a physician, what we have to do is evaluate the safety to risk-benefit ratio," he said. "That is, every single product in all of medicine has some side-effect profile, and for some it's rare, and so that's the general framework, and that's what I think he was referring to."

The commissioner then changed the subject to pharmaceutical ads, saying the administration will now require ads to thoroughly list information related to all product risks, which Makary argued would lower drug prices and give consumers more data about medications, and CNN's host John Berman commented on his refusal to answer Bolduan's question.

"It's interesting," Berman said, as the segment ended. "His answer to the question about what Robert Kennedy said about vaccines, no vaccines being safe and effective, his answer was, we're trying to get rid of pharmaceutical ads. Really addressed the question there."

West Point group pulls plug on Tom Hanks ceremony to focus on fighting



Academy Award-winning actor Tom Hanks had the rug pulled out from under him after a military award ceremony previously scheduled to honor the actor as an “outstanding citizen” was cancelled, the Washington Post reported Saturday.

The alumni association at the U.S. Military Academy at West Point had planned to present Hanks with the Sylvanus Thayer Award, which has been presented by West Point alumni to non-West Point graduates since 1958, and is awarded to those who “exemplify” a devotion to West Point’s motto of “Duty, Honor, Country.”

On Friday, however, Retired Army Col. Mark Bieger sent out an email notifying West Point faculty that the ceremony would no longer be held, according to the Washington Post, which obtained a copy of the email.

“This decision allows the Academy to continue its focus on its core mission of preparing cadets to lead, fight, and win as officers in the world’s most lethal force, the United States Army,” Bieger wrote in the email.

Hanks was first announced as a would-be recipient of the award in June, with the alumni group citing his work on films such as “Saving Private Ryan” and “Greyhound,” as well as his involvement in producing the war drama miniseries “Band of Brothers.”

Hanks expressed excitement at the announcement, calling it an “honor” to be recognized by an institution he held dear.

“To have my first ever visit to the Academy be to accept such an honor as the Thayer Award is simply astounding,” Hanks said back in June. “West Point’s legacy of leadership, character, and service to the nation is a powerful example for all Americans.”

With the Department of Defense now being under the leadership of Secretary Pete Hegseth, a devout supporter of President Donald Trump, and, with Hanks having criticized Trump and campaigned for former President Joe Biden’s presidential bid, the cancellation of the ceremony may raise questions as to whether it was politically motivated.

Trump’s risque birthday doodle to Jeffrey Epstein released by House Democrats



Democrats on the House Oversight Committee released a risque birthday note from President Donald Trump to sex offender Jeffrey Epstein.

In July, the Wall Street Journal first reported that Trump had sent Epstein the note written inside of a doodle of a woman's silhouette. The note referenced a "wonderful secret" shared by the two men.

Trump quickly sued the paper, claiming that the note did not exist.

The note was reportedly provided to Congress by Epstein's estate.

"President Trump called the Epstein investigation a hoax and claimed that his birthday note didn't exist. Now we know that Donald Trump was lying and is doing everything he can to cover up the truth," Rep. Robert Garcia (D-CA) told the Journal on Monday. "Enough of the games and lies, release the full files now."
